The United Nations – Nippon Foundation Fellowship Programme offers an exceptional opportunity for mid-level professionals from developing states to deepen their expertise in ocean affairs and the law of the sea. The 2026 edition of this prestigious programme is structured to build the legal, scientific, and policy capacity of participants, enabling them to contribute meaningfully to national, regional, and international marine governance frameworks. With two distinct phases, the Fellowship combines immersive training at the UN Headquarters in New York and specialized research at a top-tier academic institution abroad. Since its launch in 2004, the programme has empowered over 300 fellows to influence sustainable ocean policy and law worldwide.

Eligibility

Applicants must be between 25 and 45 years old and hold at least a first-level university degree or equivalent. They must be nationals of developing countries and currently serve as mid-level government officials or professionals directly working on ocean affairs or the law of the sea. Strong academic and research capabilities are essential. Candidates should have direct involvement in areas such as UNCLOS implementation, marine environment protection, maritime boundary delimitation, sustainable development of oceans, or related SDG-14 actions. Only those free from other professional obligations during the fellowship period will be considered eligible.
