Summary of the project:

 Every human being expects a healthy life. But sometimes natural and man made factors put barrier to their expectations. People are sometimes born disabled or they get disabled in the later stages of life due to accidents or illnesses. The human being is fighting for the survival from the very beginning of his existence. This struggle for the existence generates the thought of right in his mind. But if the disabled persons are not included in this thought related to the right, than it would be unfair and even inhuman. Considering this our Organization (ALO) is working with disable children. There are so many children who live in the target area of various ages.  For this reason, the Organization has undertaken this project in Jessore Powroshaba under Jessore District on the Disable children who are in extreme distress and suffering. For their proper non-formal education and vocational training on handicraft, ALO will implement this project. ALO will also provide them health and nutrition support as light Tiffin. Their age is 05-12. Total 60 disable children will be taken for their education and skill training. Our selection committee will select 60 disable children and will make 3 groups and In each group, 20 disable children will be taken. The disable children are affected by different type of accidents. They have been disables by vehicle accident, falling from trees, by born, and from the play ground etc.  The disable children will come to take education and skill training on handicraft how to make candle stick Training center. This educational cum skill training center will have all modern educational system and process. The people of the local area are completely unconscious about the disable children. They do not get proper education, treatment, health support and nutrition support. They are neglected in everywhere. People see them as invalid human beings in the society. But ALO has observed that the disable children have latent talent. If they are given proper training, they will be able to income. Accidents or illnesses make their life unnatural and difficult. These difficulties could be overcome by the help of  them and their family members and neighborhood. Otherwise these hardships move to the worse to face every kind of deprivation and discrimination in the society. They are denied many rights enjoyed by the normal people

 

Justification of the project:

ALO has observed that the disable children are deprived from all kind of basic human facilities in the society. For this, this ALO has taken this project to provide education and training for them. Different type of Disables will come in the education Center to receive non-formal education and skill development training. General people think about them as useless and invalid & unskilled human beings in the society. When they walk on the road, the people laugh at them and sometime naughty children tease them. Most of the time during walking, they tumble and fall on the road. At this they face more loss and destruction. The disabled children are the most deprived of education right in Bangladesh. When quality education is a critical component of child development and a means of self-empowerment, independence and social integration— disabled children are disentitled of this component as well. In order to investigate the status of education rights of the disabled children, it is an imperative to analyze merits of the national education policy and planning. This sociological review reveals that deprivation of education rights results in disabled children’s social dependence and vulnerability to long-term poverty. Evidences show that absence of education rights constrains disabled children social and economic adaptation. it is true that in the recent decades we have witnessed some progresses in procuring the disabled their due rights. To expedite this progress we have taken education as the best means and later we will give training on handicraft about candle. It could be a bridge between the normal people and the disabled from the early childhood when they develop their concept related to life and society. Due to financial inability, they can not receive any education. If they get this facility from this project, their life will be smooth and easy. They will be able to receive education and skilled development training very smoothly. Their honor will be increase. When they will be skilled on handicraft, they will be able to create income opportunity. Being disabled, they will be given training on a very simple thing like candle making.

 

Socio-economic situation of the project area:

 The project shall be implemented in Jessore District. A country does not depend its progress on its building and roads. It depends on its education rate. Similarly a country depends on its economy which is regarded as important subject. As Bangladesh is poor and developing country, her economy is not strong to maintain everything. The people of target areas of this project are poor and they live below the poverty line. They live hand to mouth.  Though they have been living in the urban areas of pourashova, they can’t enjoy the urban facilities like water supplies, electricity, roads and others. No health services are available and accessible to these children. The peoples of the targeted area are mainly wage earners, Rickshaw pullers, small shop keepers, Vendors, hawkers, small business men etc. per capita income£ 37-40/month and with the income they can hardly meet their daily requirement.

 

Types of disability

 Disability is classified into 5 categories according to their nature. (i) Physical disability, (ii) sensory disability, (iii) visual disability, (iv) hearing disability, and (v) intellectual disability. According to the UN report disabled people in Bangladesh comprises of nearly 3% of the total population and according to the report, of the Bureau of Statistics in Bangladesh there are 0.44 mentally disabled persons among each 1000 persons (BBS, 2002). Apart from that there are myriad types of physically handicapped persons in this country. The Bureau of Statistics in Bangladesh says that each population of 1000 persons contains 0.16 physically impaired persons 1.02 persons are lame and another 0.84 persons are disabled because of strokes. When it comes for the blind persons the number is 1.25 whereas according to the report of the WHO 1% of total population blind. According to the survey report commissioned by the Helen Education Right of the Disabled Children in Bangladesh 23 Keller International, each year 30,000 children loose their eye sight due to the lack of vitamin “A”. Other reports say that each 1000 people contain 0.99 and 0.72 dumb and deaf persons respectively. Considering this deeply, ALO will provide them nutrition food for their healthy life.

Aim of the project: 

►        The aim of the project is to give non-formal education and vocational training through providing health and nutrition support for the Disable Children.

Goal:

►        Non-formal education and vocational training for the disable children.

Object of the project:

  • To organization the poor disability children girls and boys in our working area to give education and skill training development to strengthen their ability.
  • To increase consciousness to build up their creativeness that they could be understand their position in the society.
  • To operate non-formal education center toward improve their technical and skill capacity and make them literate under this projects activities.
  • To provided skill basic training on the handicraft with which they can create their own house a market for earning the income source.
  • To arrange meeting for the guardians
  • To provide health and nutrition support.

 

Beneficiary: Total 60 disable children will be the direct beneficiaries.

Social barriers and antagonism

In targeted area, a great number of disabled persons are children. Their number is relatively higher in the rural and urban area of powrashova where they are deprived of many health facilities which are available in the main cities. As for education this is the same. Due to the city centered policy of the government, the disabled chilren of the rural and urban areas remain ever deprived of their right to education. The disabled children are the ignored community in each and every sector of the society. They also long for love and care from their surroundings. But when the disabled children are deprived of receiving education with the normal children from the early childhood, they feel segregated and stranded aloof. Gradually they become deviated from the mainstream society. Adding to the misery their relatives also feel stigmatized due to their disabled family members. More often they are ridiculed and humiliated by the majority of the normal people. Considering all these miseries they become introvert and self cornered day by day. They become to feel that they are the burdens of their society and family. Due to the lack of proper education and training they become helpless for themselves, let alone the society and the state. The state in turn denies them their rights. The society holds them in contempt and irritation due to the reigning superstitions and stereotyped ways of thought.

To fight the prevailing superstitions and stereotyped thoughts, we have to think of making them self sufficient and independent. We have to ensure their proper education and access to the social and structural facilities. They should be given equal opportunities in the workplace if they are able to practice any profession. Special education system should be introduced to provide the blind and deaf children. But it is best for us to try to incorporate them in the mainstream education system. The disabled children should be given chance to receive education in the normal schools to enable them interact with the normal people. Otherwise they will be denied access to the workplace when they become adult taking it granted that they will lack the adaptation attitude afresh. On the contrary if they are allowed to adapt them selves in the mainstream society, they will have a good chance of selecting their spouses after establishing a proper exchange of understanding. Nowadays the developed western countries have witnessed notable success in incorporating the disabled children in the normal education system. The developing ones like Bangladesh could adopt their policies too. It could utilize its limited sources to help the disabled stand on their own introducing realistic policies.

 

Implementation Plan

 This proposed project will be implemented in pourashova, Jessore district of Bangladesh. This project will run for one year. To implement this project ALO will first form a Project Implementation committee (PIC). The PIC will form a Recruitment Committee (RC). The RC will appoint the Necessary staffs to run this project. They are:

 

(1) Coordinator – 1: S/he will be In Charge/responsible for all sorts of activity implementations, management, and administration, communication, Guide staff, supervise, follow up and monitor the activities of project staff as well as the beneficiaries and will maintain  project regarding information, records, documents as per project plan.

 

(2) Accountant- 1: S/he will be reportable to the Executive Director and will be responsible for all financial functions, Maintains accounts related documents, vouchers etc. up to date following accounting principle & audit standard.

 

(3) Supervisor -1: S/he will be reportable to the Coordinator, supervise, follow up and monitor school teacher’s activities at the villages as s/he assigned, Ensure project activities implementations at the assigned areas through utilizing the  school teachers. Maintains the related area documents and prepare monthly progress reports,  quarterly work plans for the Coordinator.

 

(4) Teacher/Trainer – 3: S/He will be responsible to take class and to look after the disabled children in school compound. S/He will be responsible to provide training for making candle.

 

(5) Physique Therapy Doctor: S/He will be responsible to provide treatment the disable children for one day in a weak and to look after the disabled children in school compound for that day.

 

(6) Van driver – 3 : He will be responsible for bringing the disable children in education cum training center and bring back them at home.

 

After recruiting necessaries staffs, short staff development training will be arranged in the office premise for 3 days. The staffs will select the beneficiaries from the targeted area who are also 7-15 years old of Pourashava under Jessore district. ALO will choose 60 disable children and will make them into 3 groups. In each group, 20 disable children will be involved. Then 20 children í 3 groups = 60 children. Three educations cum training center will be hired for the disable children. Everyday a class will be held. Educational class will be held for two hours and training class on making candle will be held for two hours. A Physique will be hired for one day therapy treatment. Moreover, ALO will provide food and Nutrition support to the disables children as Tiffin period. Monthly parent meeting will be help in each center and yearly and half yearly seminar will be arranged to present the result. For safe transport, a van will be hired to bring the disable children in the educational cum training center. Apart from the monitoring, supervision, reporting and Auditing will be run respectively.

 

We will take necessary action directly as follows:

  • Educational support will be provided to the disable children.
  • We will provide technical training on the making handicrafts.
  • 4 parents meeting will be arranged in the local union parised including local union parised Chairman members and elite.

Impact and result of the implementation of the project –

Result and benefit of the project will come very smoothly as follows:

  • They will be Literate.
  • They will be trained up.
  • They will be able to income at home.
  • They will be no longer neglected by the people.
  • They will be dignified in the society.

If this project is implemented in the project area, the disable children will get a healthy and normal life

 

Monitoring:  

ALO always emphasises on strong supervision, follow up and monitoring of any project activities, so, it has developed strong monitoring and supervision cell within the organisation and developed a good number of formats to collect up dated information and data. It has routine program for supervision, follow up and monitoring. The staff members will supervise, follow up and monitor the target areas. The senior staff will supervise the activities of the field staff members, Moreover, the Executive Committee members, Executive Director and the Director (Programs) will monitor the activities on monthly basis. The monthly staff meeting and participants meeting will review the activity performances and solve the created problems. All the staff will submit monthly progress reports and plan next month’s activity in this meeting.

 

Reporting:

The Executive Director will compile the reports of the half yearly and submit to the donor agency and government departments

 

Auditing:

The project expenditures will be audited yearly basis at the end of the year by recognized CA Audit Firm and reports will be sent to the concerned agencies for information and action. Apart from internal audit will be conducted by internal them of the organization’s.

 

Future of the project:

After ending this project, at ALO’s endeavor, community leaders and Elites persons will be organized to sustain these developing activities in the project area. ALO will have being taking care these children to the long run with its own attempt.
